A DNS-based Blackhole List (DNSBL) is a DNS zone that returns a special A record (usually 127.0.0.x) when a queried IP is listed. Mail servers reverse the IP octets, append the DNSBL domain, and look up the result in milliseconds.
Common causes: open SMTP relays, malware-infected devices, bulk unsolicited email, shared IP neighbors spamming, or misconfigured reverse DNS. Dynamic residential IPs are also frequently listed by policy-based lists (e.g. Spamhaus PBL).

This permanent rejection usually means the receiving mail server found your sending IP or its range on a blocklist. Identify the list and reason from the bounce message or this tool, stop the underlying abuse or configuration issue, verify your mail authentication and reverse DNS, then follow the official delist process for that list. Do not repeatedly resend the same message while the listing remains active.
A 451 response is usually temporary, but it can indicate a reputation or blocklist check failed. Pause automated retries, inspect the full SMTP response for the named provider, check the IP against relevant lists, and fix the root cause before retrying at a controlled rate. If the provider confirms a listing, use its official removal process; do not treat a retry as a substitute for remediation.
