How we compared these providers
This comparison is built from what each company publishes about itself, not from throughput testing. That is a real limitation and it is worth stating plainly, because several competing guides present speed and uptime league tables without disclosing a method, a sample size, or a date.
What went into the table:
- Netherlands-specific coverage. Does the provider publish a Dutch address count, or only a global pool figure? A global number tells you nothing about Dutch supply.
- City targeting. Are Dutch cities named and selectable, or is targeting country-level only?
- Network-level control. Can you filter by ASN or carrier, which is the only published control over whether an exit is a consumer line or a server?
- Price at the volume you would actually buy, separated from the headline volume floor.
- Cost of testing. A free tier or a cheap small plan is what lets you verify before committing.
- Expiry terms, because unused traffic that expires changes your effective rate.
What deliberately stayed out: published speed, uptime and success-rate figures. None of the eight publishes load conditions, sample size or measurement date for them, and they are not comparable across vendors. The section on verifying exits explains how to measure the ones that matter for your own targets.
NetNut is not included because it was outside the provider set evaluated for this comparison.
Why the Dutch pool numbers do not mean what they look like
Two of the eight publish figures that contradict themselves.
Bright Data lists 112,632 Netherlands IPs on its Netherlands page and 165,994 Amsterdam IPs on its Amsterdam page. The two pages report materially different figures, but their counting methods are not disclosed, so the numbers are not directly comparable. ProxyEmpire’s Netherlands page currently lists 10,215 residential proxies.
Both sets of numbers are quoted from those companies’ own pages, read the same day. The point is not that one vendor is worse than another. It is that the providers do not publish a common counting method, so the Dutch figures are not directly comparable. Treat a pool size as a provider-reported snapshot, and shortlist on things you can verify.
Amsterdam is why “a Dutch IP” is ambiguous
In most countries, an address that geolocates to the country is probably a consumer line. The Netherlands is a poor place to assume that.
AMS-IX, the Amsterdam exchange, publishes 911 connected autonomous systems and a yearly peak of 15.095 Tb/s (AMS-IX statistics, read 8 September 2026). Cheap transit and dense interconnection are why hosting companies concentrate there. LeaseWeb’s Amsterdam network is registered with the RIPE NCC as AS60781, holder LEASEWEB-NL-AMS-01 LeaseWeb Netherlands B.V.
An address on that network is Dutch. It is not a Dutch household. A retailer’s bot detection can tell the difference; a geolocation lookup that reports only “Netherlands” cannot.
How to verify a Dutch IP is residential
Every IP belongs to an autonomous system, and the RIPE NCC publishes who holds each one. That tells you what kind of network you are on, which the country field never does. These are the registered holders, checked on 8 September 2026:

An exit on the first three came from a network that sells connections to people. An exit on the fourth came from a network that sells servers. Both answer “Netherlands”.

The thirty-second check
- Connect through the proxy and request an IP information endpoint that returns the ASN, not only the country.
- Read the AS number and the holder name.
- Look the number up in the RIPE database if the holder is unfamiliar. Rola IP’s IP whois lookup resolves the same registry data.
- Judge from the holder, not the country field. A hosting company’s name means a data centre address whatever the plan was called.
- Repeat across twenty exits. One good result does not describe a pool.
Run this during a trial, not after a job starts failing. No provider publishes its ASN composition, so a sample you take yourself is the only evidence that exists.
If you would rather buy the control than sample for it: Bright Data, Decodo, Webshare and Oxylabs publish ASN-level targeting, and Bright Data and Decodo state it costs nothing extra. SOAX publishes carrier selection across 54 named Dutch operators including KPN, Ziggo and T-Mobile. ProxyEmpire publishes ISP targeting. Rola IP and IPRoyal publish country and city targeting only, so on those two the sampling above is your only route.
The eight providers
Each entry is confined to what the company publishes about itself.
1. Rola IP
The page lists 3,259,105 Netherlands residential IPs in total and 590,000+ dynamic residential IPs, with static residential from $5.00 per IP per month, dynamic residential from $0.60 per GB, datacenter from $0.20 per IP per month, and mobile from $2.00 per day, across 45+ Dutch cities with HTTP, HTTPS and SOCKS5 on IPv4 and IPv6 (Netherlands proxy page).

Two qualifications worth knowing before you buy. That $0.60 per GB is the volume floor: general residential pricing starts at $4.00 per GB pay-as-you-go and reaches $0.60 only on a 10,000 GB package, and packages expire 30 days after purchase. And targeting is country then city with no ASN filter, so the verification above is yours to run.
Fits a team running several Dutch workloads across different proxy types that would rather manage one account than four, and that can consume a package inside 30 days. Skip it if you need ASN-level control or your usage is too irregular for a 30-day window.
2. Bright Data
Publishes ASN, ZIP, city, state and country targeting at no extra cost, the strongest published targeting set here, plus a free trial with no card required. Its Dutch figures are the internally inconsistent pair discussed above. Entry is $4.00 per GB pay-as-you-go under a stated 50% promotion, falling to $2.50 per GB at its largest published tier of 798 GB.
Fits work that needs network-level targeting without paying extra for it. Check what the promotional rate reverts to before committing.
3. Oxylabs
Publishes 1,873,324 Netherlands IPs and names Amsterdam with its own count. ASN, ZIP, city, state and country targeting on SOCKS5, and ASN targeting on mobile. Its Netherlands page states pricing starts at $8 per GB, the highest entry figure in this comparison, while its global residential tiers run $6 down to $2.50 per GB.
Fits enterprise buyers who want ASN targeting on SOCKS5 and are negotiating anyway. Note the free trial is available once and runs through a sales contact rather than self-service.
4. Decodo
The only provider here publishing no Netherlands-specific count, showing a global 115M+ across 195+ locations instead. It does publish Amsterdam, Rotterdam and Utrecht targeting, ASN-level targeting at no extra cost, a 3-day free trial and a 14-day money-back option. Bulk pricing starts at $2.00 per GB against $4.00 pay-as-you-go.
Fits self-service buyers who want precise targeting and a genuine free trial. Note you cannot check Dutch supply before signing up, because the figure is not published.
5. IPRoyal
Publishes 896,105 Netherlands IPs and names fifteen Dutch cities with per-city counts, the most granular published Dutch breakdown here. It is also the only provider in this table stating plainly that traffic never expires. Entry is $7.00 per GB at 1 GB, falling to $1.75 per GB at 10 TB.
Fits irregular Dutch usage, where non-expiring traffic beats a lower headline rate. Skip it if you need ASN targeting, which is not published.
6. ProxyEmpire
Publishes 10,215 Netherlands residential proxies, country, region and city filters, HTTP and SOCKS5 support, rollover bandwidth on eligible plans, and a $1.97 trial. Rotating residential is listed at $3.50 per GB under a 50% promotion from a $7.00 list price.
Fits buyers who want ISP targeting plus rollover on a small plan. Treat the published inventory figure as a provider-reported snapshot and verify actual exits during the trial.
7. SOAX
Publishes 268,320 Dutch IPs across 48+ cities and, unusually, lets you select from 54 named Dutch carriers, which is carrier control rather than ASN control but addresses the same problem. It publishes a rollover policy where most are silent: credits carry 60 days on monthly billing and 365 days on annual. Testing costs $1.99 for 3 days and 400 MB.
Fits work that needs a specific Dutch operator, such as mobile carrier testing. Note Tier 1 pricing starts at $5.00 per GB.
8. Webshare
Publishes 342,282+ Dutch proxies, ASN targeting, and a permanent free tier of 10 proxies with no card, which makes it the cheapest way to run the verification above on real exits. Its $1.40 per GB residential rate is the 3,000 GB tier, not an entry price. No Dutch cities are named.
Fits testing, and budget datacenter or static residential work. Skip it if you need named Dutch city targeting.
Choosing the Dutch proxy type
Type decides what network the exit sits on, so it matters more than brand.

Datacenter is on that list deliberately. When the target does not weight the network the request came from, paying residential rates is waste, and the ASN check tells you which situation you are in.

Pricing: compare at your volume, not at the headline
Providers advertise their volume floor. Webshare’s $1.40 needs 3,000 GB. Rola IP’s $0.60 needs 10,000 GB. IPRoyal’s $1.75 needs 10 TB. A shortlist built from headline numbers ranks marketing rather than cost.
- Take your median month of Dutch traffic, not your peak.
- Find the tier each candidate publishes at that volume, ignoring the homepage figure.
- Check expiry. IPRoyal publishes non-expiring traffic, SOAX publishes 60-day and 365-day rollover, ProxyEmpire publishes rollover on eligible plans, and Rola IP packages expire after 30 days. The others do not publish an answer, so ask in writing.
- Buy the smallest tier and sample twenty exits with the ASN check.
- Compare cost per successful request against your own targets, not cost per GB.
What the law actually restricts here
The Netherlands enforces the GDPR through the Autoriteit Persoonsgegevens, which has used that power against collection at scale. In its Clearview AI decision the regulator imposed €30.5 million with further penalty payments up to €5.1 million, over a database built by automatically scraping photographs and converting them into biometric codes without consent (Autoriteit Persoonsgegevens).
Read it precisely. That case concerned biometric data about identifiable people, not prices on a retail page, and it does not make collecting public Dutch web data unlawful in itself. What it establishes is that the Dutch regulator does not accept “it was publicly visible” as consent on its own, and that it fines at a scale worth planning around.
Keep personal data out of what you collect unless you have a lawful basis, and read the target’s terms. A proxy changes the network path a request takes. It grants no permission and is not a route around a site’s access rules.
Setting up and confirming the exit
Endpoint syntax differs between providers and the same fields get mismapped every time; our guide to how to set up a residential proxy covers them.
Once connected, confirm three things: the exit differs from your own address, the country and city match what you requested, and the ASN belongs to the kind of network your task needs. A proxy checker settles the first two. The third is the one most buyers skip.
If a Dutch city request will not connect while country level does, that usually means thin availability in that city at that moment rather than a broken configuration. Fall back to country, confirm, then narrow again.
When Rola IP is the right pick

Either way, run the ASN check on whichever you choose. It costs half a minute and it is the only thing on this page that tells you what you actually bought.
